Paddy is a partner in Simpson Grierson's planning and environment group, based in Auckland. He is one of New Zealand's leading local government and resource management lawyers, and a trusted advisor to some of New Zealand's largest councils and council-controlled organisations (CCOs).  As an advisor, Paddy's main areas of expertise include resource management (with a particular focus on the delivery of water services infrastructure), local government powers and decision-making, CCO governance, roading and land transport, water services reform and law reform.  Paddy was the lead legal advisor to the Auckland Transitional Agency which led the establishment of Auckland Council under the Local Government (Tamaki Makaurau Reorganisation) Act 2009 and is currently supporting a number of water organisation establishment processes across the country.
