Sara Clarke

Sara Clarke leads MCERT's System Enablement and Oversight function, with a strong focus on supporting the implementation of government reforms and the rollout of the new planning and environmental management system. She brings extensive experience working alongside local government, helping councils navigate complex regulatory and system change. Sara's background spans resource management, climate change policy and environmental governance. Prior to joining the New Zealand public service in 2010, she practised as a lawyer and worked as a sustainability consultant, giving her a strong blend of legal, policy and implementation expertise.
