Session one | 11.45am | Wednesday 16 July
The Government has big plans for economic growth — and the real action happens locally. Councils are the driving force behind prosperous communities, delivering the essentials that power businesses, jobs, and investment. So, how can local government take the lead in building stronger, more vibrant economies?
In this session, we’ll uncover new research that proves just how critical councils are to economic success. We’ll explore fresh tools, ideas, and strategies to help councils unlock economic growth.

Jason Paris, CEO One NZ
From Invercargill to business leader, One NZ’s CEO Jason Paris will reflect on the value of a strong local government sector to the business community.
Jason believes in the power of communities to drive change. So what can we learn from the country’s top chief executives about the role local government can play in driving economic growth?
Prepare for a thought-provoking and exhilarating talk on how councils can take the lead to create local economies that shape national direction.
Panel discussion: How local contributes to the national economy
Councils don’t just build roads and pipes — they also build the foundation for a thriving economy. From infrastructure to essential services, local government plays a critical role in keeping businesses running and communities growing.
This panel will dive into real-world data and case studies to show how councils’ investment in core infrastructure and services drive economic success — and explore ways to make an even bigger impact.
Session two | 8.40am | Thursday 17 July
Housing shortages, economic growth and a changing climate. These are big challenges, and there’s no one-size-fits-all fix. Over the years, councils and governments have tested different approaches.
In this session, explore different perspectives on what the right role for local government is in addressing these challenges.
Panel discussion: Beyond the RMA: what do we need from a future development and environmental protection system?
Big changes are coming, and fast. The Government is overhauling the Resource Management Act, splitting it into two new laws — one focused on enabling development, the other on managing environmental impacts. The shift is towards a more permissive system, but what does that mean for local government and the communities it serves?
Join us for a panel discussion on what local government needs from this new system in order to deliver on community expectations for the natural and built environment.
Session three | 9.45am | Thursday 17 July
Councils are facing increasing demands to deliver high-quality services with limited budgets, regulatory complexities and constantly evolving community expectations.
Explore practical solutions through digital transformation, data and insights to modernise council business and deliver better services in our communities.
Keynote address: Pathways to transformation - driving efficiencies and productivity
Natalie de Boursac, Local government Google Cloud
Drawing on her experience helping organisations scale and adapt through digital solutions, Natalie will share her insights on how technology can support a more efficient local government.

Session four | 10.25am | Thursday 17 July
Local democracy is strongest when more people have their say. That’s why LGNZ’s Electoral Reform Working Group has been leading the charge to increase voter participation. The group has explored what’s holding voters back and what can be done to turn the tide.
Hon Dr Nick Smith, the group’s Chair, will launch a position paper outlining key recommendations to lift turnout, from modernising voting methods to improving voter engagement. The message is clear: local government is too important to sit on the sidelines.
Session five | 2.35pm | Thursday 17 July
Every community is different, but one thing’s constant — local government gets things done. Councils are experts at making the most of what they have, driving innovation, and shaping vibrant places. But when it comes to pushing boundaries, how do you lean into the licence to lead?
In this session, we’ll explore what’s needed to shape our towns and cities and transform communities. We’ll also look at how councils can break through roadblocks, innovate and lead efficiently and boldly.
Panel discussion: The role of local government in building communities
What makes a place not just somewhere people need to live but somewhere they want to be? This panel brings together artists, business leaders and Ministers to explore how investing in arts, sports and culture can transform communities.
From enhancing pride of place and attracting visitors and investment, the conversation will focus on creating places that are vibrant, prosperous and full of life.
Keynote address: Licence to lead
Mark Di Somma, Founder The Audacity Group
To lead effectively, councils need to give themselves a licence to lead. Innovation is necessary, but not every council will start from the same point or have the same priorities.
This keynote by Mark Di Somma will push you to rethink your approach to leadership and innovation, and help you challenge the existing permission paradigm and build trust at all levels. You’ll explore ways to harness untapped potential and embed a problem-solving culture.
